This letter from Robert Murphy of the US State Department to Arnold Heeney, the Canadian ambassador to the United States, formalizes the Tripartite Alerts Agreement between the United States, United Kingdom, and Canada. Murphy told Heeney that his government agreed to the proposals “with the understanding that arrangements will now be made among intelligence authorities of our two Governments and the Government of the United Kingdom to insure that intelligence exchanges of the kind referred to can be made in the most expeditious manner possible.” He concluded saying that this exchange of letters between American, British, and Canadian officials “should constitute the agreement among our three Governments on this subject, effective today.”
