This telegram from the Department of External Affairs to the Canadian Embassy in Washington D.C. contains the text of identical letters sent to the US Secretary of State by the Canadian and British ambassadors in Washington. The letter formally detailed the proposals for a tripartite alerts agreement and asked whether these proposals would meet the approval of the US government. If approved, it suggested that these letters and the American replies thereto should constitute the present arrangement among the three governments on this subject.
