CDIW00104. 25 February 1957. Telegram No. DS-51 to Canadian High Commissioner in London from External Affairs
This telegram from External Affairs to the Canadian High Commissioner in London contains a draft formula to serve as the basis for tripartite discussions. This formula was based on the US-Canadian bilateral intelligence sharing formula. According to the formula, if any of the three governments received information indicating there was a likelihood of hostilities involving them in the NATO area, they would keep the other two governments informed. To achieve this, the US Intelligence Advisory Committee (IAC) and the British and Canadian JICs would automatically pass information to each other by “the most expeditious means.” The formula stipulated that this arrangement, "in no way relieves any of the three governments from informing NATO authorities in accordance with the terms of SG 166/1, and in no way affects the requirement for the United States and the United Kingdom governments to inform and consult with the standing group."
