This numbered letter from the Under-Secretary of State for External Affairs to the Canadian High Commissioner in London enclosed a letter from Patrick Dean to G.G. Crean. Dean recalled his recent visit to the US National Indications Centre and relayed to Crean how the Americans were “frightened” by the original Anglo-Canadian approach on alerts. On the subject of further tripartite discussions, Dean informed Crean that the British were content with waiting until the Canadians had concluded their bilateral alerts negotiations with the US. He hoped the tripartite discussions could begin in the autumn and suggested that discussions with the Americans should be, at this stage, limited to the exchange of intelligence only.
