CDIW00025. 22 July 1955. Letter to Ivor Bowen from Phil Uren
In this letter from Phil Uren, the CIA’s Canadian liaison, to Ivor Bowen of the Joint Intelligence Bureau, Uren relays the remarks he heard from Robert Amory, the CIA’s Deputy Director. On the question of alerts, Uren said “it was his [Amory’s] impression that the answer would be unfavourable to us and that the approach had come to the Pentagon at an unfortunate time.” According to Uren, Amory criticized the British and Canadians for raising the alerts proposals on a “Government level,” adding that if G.G. Crean and John Dulles had handled it, “an effective liaison system with the NIC would now be in operation.” Still, Amory assured Uren that the US Watch Committee would never hold an emergency meeting on a subject important to Canada without informing the Canadians.
