This document recommended that the British report JIC (51)103 (Final) be amended so that paragraph 4 is deleted and substituted with “In view of the immense resources of the United States, including their capacity for producing atomic weapons (of which they possess the monopoly among the Western Powers), it is unlikely that the Soviet Government would at present consider themselves strong enough to bring a war with the Western Powers to a successful conclusion."
