Because of your current examination of Canadian
policy towards the recently-announced United States decision
to go forward with a revised ABM System (the "Safeguard"
System), the Norwegian Minister of Defence's recent warning
against the deployment of ABM systems (mentioned briefly.in
our letter under reference) is given at greater length below,
as quoted by the local news agency N*T*B.

The Defence Minister Warns Against Deployment of
ABM Systems (NTB)
"Mr. Otto Grieg Tidemand, the Defence Minister,
yesterday warned against deployment of antiballistic missiles systems (ABM) by the super
powers, saying that such deployment might thrc_wdoubt on the relative balance between east and west.
Mr. Grieg Tidemand told a Conservative party
meeting in Trondheim that ABM-systems would hardly
increase national security. Politically, deployment
of such systems will contribute to an increase of
the feeling of insecurity and to a deterioration of
the general atmosphere. This will make solutions of
outstanding international problems more difficult to
achieve, he said.

Economic resources used to pay such large
military expenses would further cut economic means
which could be used to solve social problems, the
Minister said. He added that there was reason to
believe that negotiations between the USA and the
Soviet Union would include offensive and defensive
strategic weapons systems. Such talks might prove
to be an important step aimed at preventing
resources from being spent for military purposes,
